Job Offer and Skilled Worker Streams
While the majority of PNP Skilled Worker Streams require a valid job offer, there are many PNP options available for candidates without a job offer namely:
British Columbia PNP Skills Immigration - Express Entry BC: Allows skilled workers to apply directly to the province without a job offer.
Saskatchewan Occupation In-Demand: Selects candidates based on work experience in in-demand occupations, without requiring a job offer.
Prince Edward Island Express Entry: One of the easiest PNPs to qualify for, with no job offer needed.
Nova Scotia Labour Market Priorities: Invites Express Entry candidates based on the province's labor market needs.
International Graduate Streams
Most of PNP streams for international graduates do not require a job offer. Nevertheless, it's important to note that even if a job offer is not mandatory, many PNPs prioritize candidates with a job offer or work experience in the province.
KEY ELIGIBILITY CRITERIA SIMILARITIES:
Completion of a post-secondary program of at least 1-2 years at an eligible institution in the nominating province.
Having a valid post-graduation work permit.
Intention to live and work in the nominating province after obtaining permanent residence.
Meeting minimum language proficiency levels, usually CLB 7 or higher.
No requirement for prior work experience in most cases.

Most provinces offer their own PNP entrepreneur streams designed to attract experienced business owners and wealthy foreign entrepreneurs to invest and operate businesses in their province. While specific requirements vary from province to province, they apply whether the application is made in metropolitan cities or rural areas.
ELIGIBILITY CRITERIA KEY SIMILARITIES:
Minimum net worth requirement, typically ranging from $300,000 CAD to $2,000,000 CAD.
Minimum investment amount, usually between $100,000 CAD to $1,200,000 CAD.
Business ownership or senior management experience, often 3+ years in the past 5-10 years.
Intention to actively manage and operate the business in the nominating province for a set period, ranging from 6 months to 2 years.
Creation of at least 1 full-time job for a Canadian citizen or permanent resident in some provinces.
Submission of a detailed business plan.
Approval of the business proposal by the province.
