Stream 3 - Business Takeover
Each stream has two profiles: start/acquire a new (innovative) business or has the intention to further develop/expand existing business/innovative project.
Minimum Net-worth
CAD $300,000 or CAD $600,000 (alone or with spouse).
Minimum Investment
Stream 1: no specific amount is required but a threshold for a minimum contribution to the original capital of the business.
Stream 2 and 3: CAD $150,000 or CAD $300,000 is required depending on metropolitan or non-metropolitan areas or with a threshold of minimum business capital contribution.
Business Partners
Stream 1 & 2: up to 3 partners/applicants.
Stream 3: may have business partners but partners cannot submit an application for permanent selection as an entrepreneur.

Early Entry to Implement the Business
If the Certificat de Sélection du Québec (CSQ) is approved or pre-selected, a letter of support or notice of intent will be issued depending on the stream and profile.
Applicants may apply for an LMIA-exempt work permit for early entry, while the permanent residency application with the federal government is being processed.
French Proficiency is Required
Applicants must meet the minimum level of spoken French according to the Québec scale of French proficiency levels.

The Quebec Regular Skilled Worker Program (QRSWP) is a popular immigration pathway for skilled individuals who wish to settle in Quebec permanently. The QRSWP will have a new name, replaced by the Quebec Qualified Skilled Worker Selection Program (QQWSP) in November 2024.
